The President of the Republic, Marcelo Rebelo de Sousa, and the Prime Minister, António Costa, have already discussed the possibility of the country returning to a state of emergency due to the Covid-19 pandemic. THE news was confirmed by the Head of State to the weekly “Expresso”, which indicates that if the leader of the Socialist Executive determines the return to a state of emergency, this was “appreciated in the conversations with the President of the Republic”.

"I said, on the 5th of October, that what is understood that has to be decided will be decided," Marcelo Rebelo de Sousa said to "Expresso", stressing that when the Prime Minister came to say that he hopes that it will not be necessary “Go back to declaring a state of emergency”, he does so because this speech was articulated between Belém and São Bento.

In a meeting, Marcelo and António Costa will have discussed the possibility of obliging people to compulsory confinement after a certain time or to local confinements. For the time being, says “Expresso”, the speech goes through “a mix of dramatization and collective alert: either people enter the register of maximum care or it becomes inevitable to move towards more radical measures”.
