António Costa welcomes the “ambitious” proposal of the Commission and will analyze the distribution key on Cohesion Policy

Prime Minister António Costa considered the European Commission's proposal to recover from the crisis caused by the new coronavirus pandemic “ambitious” and said he would “analyze” the distribution key for the funds foreseen for Cohesion and Development Policy foreseen for the Multiannual Financial Framework (MFF) 2021-2027.

"I welcome the ambitious proposal of the European Commission, which is up to the challenge that Europe faces", wrote the Head of Government, in a publication on Twitter, after the presentation of the proposal by the President of the European Commission on Wednesday. António Costa pointed out that the “reinforcement of the MFF by 750 billion euros, ensured by the issuance of debt by the EU and distributed by the Member States mainly through grants, added to the 540 billion euros of financing already approved, allows a robust response to the health, economic and social crisis ”.

For the Prime Minister, "the integration of this reinforcement in the MFF ensures the consistency of the recovery effort with Europe's strategic priorities in combating climate change, in the digital transition and in building the strategic autonomy of our productive capacity".

“I also underline the importance of the proposed strengthening of the Cohesion Policy and Rural Development. We will analyze the distribution key between the different Member States, in order to guarantee economic and social convergence ”, he added, stressing that“ this proposal opens the door to the European Project's reunion with Europeans. It is now up to the Council not to frustrate this hope ”.

Ursula Von der Leyen, presented this Wednesday a proposal for the Recovery Fund of EUR 750 billion, distributed 500 billion through grants and 250 billion loans, with financing through debt issuance on behalf of the European Union. It also proposed a new MFF of EUR 1,1 billion, which raises the support envelope for 1,85 billion euros.

The European Council will bring together the June 19 to discuss the topic. "We will address the issue in the regular Council on June 19, 2020. Everything must be done to reach an agreement before the summer break," said European Council President Charles Michel in a statement released on Wednesday.
