New public procurement regime may be approved with PSD support

The controversial changes proposed by the Government to the Public Contracts Code, to simplify and make more flexible the execution of European funds, may be approved in the Assembly of the Republic with the help of the Social Democratic Party (PSD). As far as the JE was concerned, the Socialist Executive's proposal has been negotiated with the PSD leadership since June, when it entered Parliament, and there is a “principle of agreement” between the two parties. The PSD underlines, however, that, for now, everything is open and there may be no viability if the Government does not respect “red lines”.

More than four months after the beginning of the negotiations, the leadership of the PSD bench announced this Thursday to its deputies the existence of a “principle of agreement” with the Government to create a replacement text, where there are plans for public procurement . The announcement was made by the chairman of the Committee on Constitutional Affairs, Luís Marques Guedes, but, according to PSD sources heard by the JE, it was not clear which “red lines” could lead the PSD to tear up the “principle of agreement” with the socialist executive.
