The finance minister, João Leão, defended this Wednesday the appointment of his predecessor to the post of governor of the BdP, emphasizing the “independence” and “rigor” of Mário Centeno and considering that it will be an asset for Portugal, in a context crisis.
"If there is one thing that Professor Mário Centeno is recognized for his rigor, for his objectivity and no one has any doubts that Professor Mário Centeno, in the exercise of his duties, will not be an independent, objective, serious person as he always was", he said João Leão, at the hearing in the Budget and Finance Commission (COF), in Parliament.
The tutelage minister answered the questions of the Liberal Initiative deputy, João Cotrim Figueiredo, who saw yesterday being rejected by the Supreme Administrative Court (STA) the precautionary measure against appointment of Centeno to the banking regulator. “I think that no one has any doubts about the seriousness and independence with which he will perform his duties. I don't think there are many Portuguese with these doubts, "said João Leão.
“Portugal should be, at least the Government is very happy, that Professor Mário Centeno has accepted to be appointed as Governor of BdP. He is a personality that has achieved, in recent years, a prestige at the international level, and in this financial area, without parallel in Portugal. In the current context of economic crisis, the prestige and recognition it has throughout Europe will be particularly important, ”said Centeno's successor in the Finance portfolio.
He stressed that the Government believes that "a personality that will certainly contribute for Portugal to have a more active voice and greater capacity to play a role and to coordinate efforts with other countries in this context of crisis".
The COF votes this afternoon the report of the hearing of Mário Centeno, delivered by João Paulo Correia, deputy of the PS and rapporteur of the document, on Monday, which will not be binding and which is the last step before the formal appointment in the Council of Ministers.
Mário Centeno rejected that there will be conflicts of interest and defended a more incisive supervisor who would ensure a more “efficient and demanding” supervision, in a hearing in which he received the 'veto' from all parties, except the PS.
The Liberal Initiative had intervened a precautionary measure to block the appointment of the former Minister of Finance to the regulator until the vote on the specialty in the PAN bill - People, Animals, Nature, which imposes five years of incompatibility on anyone who has been finance minister, but the STA declared itself incompetent.
“Since the appointment of the Governor of Banco de Portugal was made by resolution of the Council of Ministers on the proposal of the Minister of Finance, it is a political act, with no legal dimension being involved, and since the legal situation to be met must necessarily be the which is in force at the present moment, it is this STA incompetent due to the matter to know of the present measure ”, reads in the response of the advising judges.
